Rounds can sound like flats ifing ya know how to mute em....but flats can never sound like rounds.
Don't confuse the issue by throwing technique into the mix.
To be truthful I really don't have room in my repertoire for technique

Flats = Good, used by Motown great James Jamerson.

Rounds = Bad, used by Poison bassist Bobby Dall.

I rest my case.
