Technically, by using PayPal you are entering into a contract with them where you agree to their terms of use.

I don't mean to take away from the suckiness of the situation at all. But stating PayPal/Ebay aren't doing their job is an invalid claim. The TOU/TOS you agree to is what you must/can hold them to. Their "job" is outlined in that document. "Ignorance" of a contract is not a defensible stance.
But anywho. Contact your credit card company to dispute the charges. Hopefully they can help.
