Setting up my ASS truss rod

Ok I'll admit I'm new at truss rod adjustment. I've gathered righty flatty lefty curvy right? We'll I want to flatten my neck so I can get rid of the buzz and get my action down a substantial amount (maybe 1-1.2 mm). I did about 1/4 turn to the right and really don't see a difference. Strings are old. Any advice? I'd like to do this myself and its a Rosewood so I dont wanna mess it up haha.

You're going in the right direction. Looking from the bridge at the wheel, clockwise will flatten the neck (pull the headstock back). Loosen and you will see more relief.

Well I turned it more but I don't wanna go too far because I heard that's not good to do. It is flatter now but its still buzzing and the action is still high.

Flattening it out (pulling the headstock back) will not get rid of buzz. Putting in relief will help get rid of buzz (by making your action higher in the middle). If you have more than a very slight bit of fret buzz at either end, adjusting the truss rod isn't going to get rid of it.

The buzz is from 15th up.

There could be many things causing the buzz. You need to check relief in the neck and not blindly spin the truss rod nut. I suggest you take it to a shop and have the repair guy show you what he does this way you can do it yourself next time.
