I’d at a guess say it’s hot glue, glue gun glue style that’s originally used, strong (not strong enough in this case) with a bit of flex in it to absorb.

I think it’s a combination of the tarnished pole pieces (it’s got cool mojo) and not the best photos, it looks a strange shape in the second photo so that could contribute to the question mark.
