musicman case lock

hi,
this might be a really stupid question....but how do you lock the case? i know that it's the third latch from the left........but i tried sticking the key in (lined up), and turning it, but nothing happens, no resistance.....plus i can't turn it around a full 360 degrees. can anyone help me? also, the key doesn't go in all the way, just about half way

p.s. it's a stingray 4 case, if that makes any difference
