Truss rod is not rotating

I have Musicman Stingray 5 and Ok, it IS rotating, but I managed to rotate it only for 1/8 of the turn with truly unhumanly phisical efforts. It simply doesn't turn easily. I did it this way: took allen wrench, put it all the way down into the hole of the truss rod "ring" and tried to rotate it clockwise. And also IT DOESN'T rotate counter-clockwise at all!
What to do? Am I doing something wrong?

And I can't take back to the shop, since I bought it in the US and now I am in Moscow... :(
 
Just to not overlook something simple.. is there any chance that the tool you're inserting into the capstan wheel adjuster has gone thru so far that it is sticking into the wood underneath the adjuster? That'll stop it..
 
I don't think so really... Anyway had given the bass to the local retailer, since they promised to do it in the best possible way...
