I took my guitar in to get setup because it was fretting out at the 11th fret.

He fixed everything pretty well but when I plugged in the action was lower and now it was fretting out at the 7th on the low e, a and b strings

I rasied the bridge (its a hard tail bridge) until it stopped but it so high now what should I do!!!

Personally, I'd take the guitar back to the person you PAID to set it up in the first place, explain to them that you are not satisfied and why, and hang around while they tweak the action to your satisfaction... This will have a couple of positive results: first, you'll get what you paid for, and second, you'll be able to watch what he's doing and probably fake your way through it on your own the next time...

In my experience, fretting out or buzzing between the 7th and 12th frets often suggests insufficient relief in the neck, but if we're talking about your old Harmony here, you may have to face the possibility that the neck is slightly warped or twisted, and that it will never be "perfect" - the truth is most necks aren't perfect, and a good setup is often little more than finding the best compromise between buzzing, fretting out, dead spots, action, perceived "tension", sustain, clarity and tone...

ya I am going to take it back in but the neck looks fine. when I took it in he said it was to concave, to much bend so he fixed the trust rod. but thx anyways

i'd agree with jimi D on the neck being just too straight. you could prolly just back off the truss rod maybe 1/4 turn. that should prolly take care of it depending how straight it is. but i'd take it in anyway just to make him do right by it.
