Different Volume levels

I have 2 identical bass models. Both are set up identically, string height, neck relief, pickup height, intonation, new batteries same amp and settings yet the volume on one is at least 50% louder than the other. Any ideas?

Dead strings on one?

Bad battery? Swap batteries between the two Basses and check if the low vol level moves with them.

I recently threw out a whole pack of new (dead) batteries.
