Shouldn't be. That's a 250k volume pedal for passive electronics - are you using it after a buffered pedal or in an effects loop? That would affect the taper.
I just bought a VP Jr and I noticed the same thing about mine. Nothing much happens for most of the travel and then all of a sudden the last little bit is where it makes a difference and makes it extremely sensitive trying to find the right spot. With only a small portion of travel affecting the volume I am not happy with how it performs.
I just bought one that does the same thing
