I know that Cobalts have a high output level. When putting Colbalts on an acoustic bass will they have a higher output level then other phosphor/bronze strings with just a piezo pickup?

The cobalts are designed for electric bass. They'll have a thinner core wire than acoustic phosphor/bronze strings which means less tension. Piezo saddles require pressure from the string's tension to work so you'll probably have less output in this capacity. Keep in mind that cobalts are designed for electric instruments at this point.
