I've been loosening my truss rod a little lately to try to eliminate some fret buzz at the 9th fret on my A string. However, I've come to realize that I've loosened the truss rod all the way! So I guess I went too far...my question is, how loose or tight should it be? Even with it completely loose the neck seems pretty close to straight to me.

put a capo at the first fret............hold the 6 th string down at the 22nd fret.......& see if there is a gap between the string & the top of the fret 10th fret or so.

how much relief you need depends on how low you want it..... & how hard you play....

Tommy is right...Ideally, you want the neck as flat as you can get it without any buzzing
