Well I dont think it will retain the tuning as solidly as the locking nut, but I've seen some guitars that had a floyd and only locking tuners. But I think you would have to change the nut to a regular one, as the metal nut without the locks would cause too much friction and also break a lot of strings most likely.

I'm not sure how well it would work, I suspect not quite as well.

But as to the why - when you have a string or two that gets to the end of the range of the fine tuners you could very quickly get back in tune using the locking tuners. You wouldn't have to get the hex key out and loosen the nut, back off the fine tuner, adjust, lock down the nut, fine tune again to adjust for the clamping force of the locking nut... I have had to do all of this between songs. It's doable, but not very elegent, especially if you forget to have your hex key at the ready (or a guitar tech -which I don't have :(.)
