The one on the left presses against the bottom of the tremolo arm to keep it from wobbling. The one on the right is the bolt that holds the spring in place so that the tremolo arm "snaps" into place.

The one that holds the spring in place on the side of the block should be tight. The grub screw on the bottom should not be loose. It presses against the bottom of the tremolo arm a bit to control how far it can move back and forth once the end locks into the spring.
There is another grub screw near the top of the block on the back that controls how freely the arm swings.
