Strange intonation issue

Duh where do you press when there isn't frets?

Want a note close to the note but not it. Press the string behind the fret. Duh

If my technique was at fault then ALL my basses should give me flat notes when I play in the middle of a fret vice right behind it. But they don't. So a bit of deductive reasoning suggests that it is something about the way this particular bass is set up right now.
