I had my L 3 set up with heavier strings. I'm going back to 9-42s. I know I'll have to adjust the truss rod for relief because there will probably be some buzzing. The tremolo is set up for 1 1/2 steps and will probably need to be adjusted. Not sure if I just loosen the claw till I get the 1 1/2 steps or if there's something else I need to do. Any advice is much appreciated.

No, just loosen the claw. You'll probably have to adjust, re-tune, test, re-adjust, re-tune, test a few times to get it right. Just be patient. The action will change a bit when the trem is out of whack so get the trem done first before you go adjusting the truss rod (loosening also if required).
