Can a truss rod go bad in an MM guitar?
If so, how?

What would be the symptoms?

Well, I'm thinking that the difference in climate from where it came from to where you live may have frozen your truss rod. It's probably not ruined. It just gets stuck in the wood from swelling.

Put on a strap and stand up. Grab your neck right at the headstock with one hand, while simultaneously applying pressure in the center of the fretboard. Your hands should be pushing in opposite directions. You can swap hands and do it in the opposite direction, pushing from the backside of the neck, too. Be gentle. You will hear a snap when it becomes free.

The rod in my 1994 EVH will not adjust any tighter. When using 10-46, you crank it as far as it will go and there is still too much relief. This was never a problem when I lived in England, but here in Virginia the seasons are more up and down meaning all my guitars need more truss adjustment.

All of other EBMM guitar allow the adjustment, but the EVH just will not allow it.

The solution? I have to string this guitar with 9-42 strings. Not my favorite, but it allows plenty of play in the rod to allow for seasonal changes.
