Good evening friends! Anyone can tip me if that white piece holding those cable is glued to the pickguard or is there some kind of double sided or mounting tape? What would be the best less harmful way to remove it for re-positioning?

I would try some hot air from a hair dryer and gently pulling to see if it pops loose. You don't want to apply too much heat, as you may warp the pickguard.

Sticky foam. It's just a generic piece for securing cables. It probably won't stick well again, but you really don't need it (I never use them under the pickguard). If you want you can also buy them from Amazon or a zillion other places.
