VP Jr. click

Hi, just received a used VP Jr. pedal that seems to work fine, but when I push all the way forward, when there is still about 1/2" of movement left, there is an audible "click".

I've never had one of these pedals, so I don't know the answer to this, but is this normal?

I assume there is something wrong.
