Help! VP Jr Tuner Problem

Wondering if anyone else is experiencing this issue with their VP Jr. + Tuner Volume pedal. The issue I have is when I have the pedal in heel down position the tuner doesn't register the string I'm plucking. I have to increase the volume and go back down to heel position a few times before the tuner starts working. It is very annoying and problematic when I'm on stage trying to retune my guitar. I've only had this pedal 2 months and am frustrated with this issue. I've tried different power supplies, using the VP Jr by itself straight to the amp. The only solution is to put the pedal in Tuner-only mode but I prefer the volume and tuner mode.

That doesn;t sound right at all. If you've only had it two months talk to the store you bought it from. It should still be covered under warranty.
