Yes

When the BFR all rosewood neck offer was made last year the silhouette was included. I think the only instrument not included was the Bongo 6. But the window for that order closed months ago so you would have to find one out there that's already been made.

Will they do this again

There's a Silo Special BFR at The Arts in Newmarket, Ontario. IRW neck, HSS trem, Pearl White with pearl white 'guard. Looks and sounds amazing. Would have been mine except I got the BFR Albert Lee. Now just waiting for my new Luke, Sterling Silver match HS, trem, piezo...Eric

were these BFRs with rosewood necks, or simply Silo's with Rosewood BFR necks?

Splitting hairs, but looks like this is what the OP is asking.

It was an option to add an all rw neck to any model (with exception of a few models) over a 3 week period. A Ball Family Reserve can be whatever ever EBMM wants to release, it doesn't have to feature the tone block to be classed as a BFR. It can be a short term release or long term addition to the product line. Looking forward to more of these rare BFR's in the future.
