Why are there two screws on the low side and only one on the high side of the pickup on my stingray?

Both sides's screws allow you to raise/lower either side of the pickup while the side with 2 screws also allows you to pitch the pickup so that in the case of humbuckers pickups you can have one line of magnets closer to the strings than the other line of magnets.

Why would you want to angle the pickup and why would other brands of humbuckers have four screws?

Try tilting and see what you think. Don't like, tweak it back. No harm, no foul.
I run my Sabre bridge a fair bit higher than the neck and lean the bridge as shown.

IMO, three lets you tilt it (if thats your thing) with a bit more ease. With 4 screws, seems like you have to try and get two sets of two even, if that makes sense.

Before I "try it" and mess up a recenly set up bass, can anybody take a shot at describing what the sonic difference of a tilted PUP might sound like?

It gives a great place to anchor your thumb, aswell. And you're not gonna be doing that on the other side of the pickup anyway...
