For a practice amp in your apartment that fills your criteria pick up an Acoustic B20-think they're about $149 at GC.

My behringer bx1800 cost $180 used has rca inputs and a headphone out plus will keep up with a drummer and loud guitar.

Line 6 Studio 110. Has cool amp models and synth bass. It's small, has headphones and can get pretty loud if you ever want to jam with people.

Seriously - thought it might be a few pennies over - the Fender B-DEC. Great tool for practicing; has built in drum machine, tuner, a selection of midi-tunes (that come with tab & sheet music). Great fun.

I love the Ampeg BA112. Being a relatively low-output amp, the Ray doesn't overwhelm it even when plugged in the regular jack.

+1 it has 5 preset eq modes but I use mine on 3 which is flat and use the bass eq, plus it can handle the B string.

+1 on the Roland. It also has a metronome and several drum patterns to play along with. Indispensable when starting out.
