Bizarre, but it seems to be a device to ensure you're always picking at the same depth. The FAQ's on the site are pretty funny...
But why does Johnny Hiland have this on his guitar??

That run bar thing is so stupid...
Apparently the premise is it stops your pick from going too far down and gives you a reference so that you do not pick too far up.
Thereby making you a shred beast.
I'm sorry that's just kind of stupid....
