Everything did work out in the end... It just took forever.

Guitar Center sold me a JPX7 at a discount, and I am getting restitution (at a painfully slow rate lol.) I saved and got it paid off a couple weeks ago.

There is still a HUGE flaw in Texas law that does not require stores to check serial numbers against the NCIC list. If the store has an employee who doesn't turn a serial number into management and they have nothing to check against, and there is no law that makes them, as a company, have a policy of checking against the NCIC list, a lot of stolen gear is going to continue to be moved.

I think states need to look at that because for stores to consistently check those things, there will need to be a method in place for them to easily check, and report without having to themselves stare down a potential thief.

In the end, my personal opinion remains the same... they sold something they shouldn't have, and I shouldn't have had to buy a stolen guitar from the people who sold mine... but, the restitution should have been awarded to us both. If you steal an expensive anything (this was a felony) you are affecting people down a long chain if you sell it.

As time has passed, it continues to be the law that I'm frustrated with... not Guitar Center (different kind of frustration with them, but not because they didn't try to make it right.) It's rather frustrating that GM, banks, etc. get gov buyouts and no laws exist to keep a small guy from having to wait years for restitution to be paid so they can get tools back. Just some weird stuff about life sometimes.

The best thing is.. in the end, I came out ahead, and while it did affect my life in a huge way for the last few years, at least patience did pay off in the end.
