Not to sound like a noob, but I figured I would be better safe than sorry asking this question here.
I have consulted the FAQ but I did not see the answer there.

I have an '08 Bongo 5HH, I would like to get the action a little lower as I go up the neck. The action for the 7 frets from the nut is fine, actually a little buzzy at times, but I'm looking at maybe 1/4" at the 15-17th fret.

So I adjusted the truss rod to try and get it how I want it, as instructed, and there is resistance when I go to turn it. I don't want to try and force anything...

I was wondering if it is at it's max and if there was anything I could do? Take the strings off and roll it back and let it settle for a few days then re-string and re-adjust?

i just tried adjusting my stingray truss rod, if was a little stiff at first but once it had loosened off a little it wasn't so bad, though it did bend my cheap screwdriver a little. if it's REALLY not going to move though, i wouldn't reccommend forcing it. Maybe give it a little bit of oil and let it sit.

I have adjusted it in this direction before so I know how it should feel, and it moved easily. It's not doing that now, which is why I think it might be maxed out in that direction.

I don't know how far you turned it before, but mine moved easy for about 1/8 turn, then it got pretty stiff. I'd get ahold of the pros @ EBMM customer service for the real answer though, just to be safe...

Dont advise taking strings of, (and leaving them off)
just make small adjustments (less is more) while aplying small amounts of presure to the neck in the direction you want to be going in , & keep checking internation.
