Probably Bongo necks because they are painted.

It might be a good idea to note the time in the video when you saw the masking. The masked necks that I saw had Bongo headstocks.

It might also be to protect the fretboard when they put the oil and wax on the back of the neck.

I believe spalted maple StingRays have been produced before, but only as a limited run in Japan.
