If I were you I'd consider the TC Electronic Dreamscape, it includes chorus, flanger and vibrato (2 versions each). It is $169 now and it also has the option for toneprints... great pedal.

My favorite chorus of recent has been the Hardwire Chorus. I think you could find a used one in that price range.

The MXR chorus is great. It's full analog. The MXR Zach Wylde Chorus and the 'normal' MXR chorus are in fact the same product : the normal chorus is fort the people who don't want to have a skull on their pedal

I know eventide is way out his budget( and mine) but there making some good stuff for $500 and under. You dont need to spend $3999 on a h3000, the new h9 is great and you can get a stripped down version for $400.

I'm going to say the Boss CH-1 as well. I recently got an early 90s analog version near mint with the box for less than 100. I love it.

There are so many different kinds of chorus, it depends what you like.

I'm not a huge chorus fan, but like the CE-2 sound for the odd thing. I bought a second hand Jacques Meistersinger for under $100 that nails it.

I know this is off topic, but i would love the eventide picthfactor, it has so many great harmonizer/ chorus effects, if i had to pick i would rather use a harmonizer than chorus, but thats just me, i love the 90's VH tone, like Balance or F.u.c.k.

Eric I 100% agree with you on the VH tone on both those albums.

I just purchased an Eventide H9 the day before yesterday. Actually had a few very busy evenings so I have been able to even open the box yet, but I am looking forward to some of those options!!

If you're going with NEW for under $100, I'm with the others - Boss CH-1. I used it until I upgraded to the MXR Stereo Chorus a few weeks ago, and lots of pros still use the CH-1. It is definitely a workhorse.

If you're going used, then there are LOTS of options out there.

Another vote for the Boss CE-5 (Chorus Ensemble). Granted though, I haven't tried very many. I've been using it on my boards for about 15 years and it just seems to work for what I use it for.

+1 on the Dreamscape. Love mine.

Another one that I recently picked up that is an AMAZING value is the Zoom MS-70CDR; Zoom MS-70CDR MultiStomp Chorus/Delay/Reverb Pedal | Sweetwater.com

It's got a huge selection of choruses, reverbs, and delays. You can have up to 6 effects in series, it's got a tuner, tap-tempo, and the verbs and delays sound very nice as well. No tone suck, 50 presets, stereo ins/outs, 86 different effects, perfect in the loop, lots of operating modes... Not a whole lot to complain about. Might get one or two more to be honest lol. EDIT: Oh! It's only $119 brand new.

But yea - the Dreamscape is nice. I use a VERY light chorus even on heavy riffage a la John Petrucci. It can be as subtle or as lush as you please. Plus you can use the tone print software and create your own preset - choose what the knobs do, the ranges, envelops, etc. It's a wonderful technology.
