Neck adjustment

Ive just purchased an AX40 that was in pretty poor condition at GC. I got a pretty good deal and it appeared i could clean it up fairly easy. Its cleaned up well and I've been doing the set up. My neck was bowed back slightly so I've adjusted the truss rod with no success. I backed the truss rod off a quarter turn and weighted . No change. I repeated the process and achieved a little relief although not enough to set up properly. I've backed my truss rod off completely let it sit overnight and still have no relief in the neck. Today I've added a little weight on the neck to encourage a bit of movement. I believe the set up was so over tightened from the time of manufacture that it doesn't want to come back. Or maybe this neck never had any relief built into it to begin with? Has anyone else experienced this? If so, what to do?

You are loosening the truss rod right?

If so, there is no harm in continuing to do so. If the nut is not spinning freely you should still be able to have an effect on the neck. You can also try pressing down on the center of the neck with more force with your hand to encourage movement.

Yes the spoke is spinning freely. I'll keep working it for awhile to see if I can get a little movement. I don't need a lot, but I do a little to get the set up right and I need to be able to put some tension back on the neck to hold it. If I can do this I think I'll really like the guitar.
