Is my Floyd Rose set up properly?

Hey, I've just bought an Axis, have been a Strat/PRS type of guy & it has this "funny bridge". Please bare with me, but this is set (blocked off as Eric would say) i.e. will only tone down not up.... is this correct? Is a great guitar, already love it, just wanted beginners lesson in this type of bridge?
