The market defines reasonableness. From my viewpoint, I can order from a dealer who doesn't upcharge for a special order. Therefore, it is unreasonable. However, if for Scraggy, this is the only game in town. Then yes, it is perfectly reasonable.
Also, I don't know the whole story on the upcharge. I can't find anywhere that this is on a retail price or a discounted price. So I'm not so sure the "lesser discount" is true.
