According to Gav's website, although the six bolt neck and capstan truss rod were introduced in the latter half of 1990, 1991 models with four bolt necks and bullet truss rods do exist.

The 6 Bolt came about in circa 1990 but there were definitely some 1991 Basses with 4 bolt necks.
