Does turning the wheel clockwise increase or decrease relief?

Additionally, does turning the wheel clockwise tighten or loosen the truss?

Tightening decreases relief.

On a guitar with the truss rod nut at the headstock, turning clockwise tightens (decreasing relief).

When looking from the bridge,turning the wheel clockwise will tighten the neck or straighten it out! Counter clockwise will loosen the neck or give it a forward bow!

Right.

Saying "clockwise" and "counterclockwise" without specifying which end of the guitar you're looking at the wheel from is meaningless. Turn the thing around and the directions reverse.

The trussrod wheel is the top of a very long bolt (the trussrod itself).

Righty-tighty, lefty-loosey, yes? Just like the screw top on your favorite beverage.

If you think of it that way, you realize that "righty tighty" means tightening by turning clockwise (to the right) when you're looking at the top end of the bolt.

Think about the guitar standing vertically with the tip of the headstock on the ground and the bridge end up in the air. It's easy to visualize the trussrod wheel as the top of that bolt that way.
