Will the Sterling by Music Man Ray35 basses have a tongue and oil finished neck or a painted/lacqured one?

not an oil finish.

the neck uses a thin satin finish that is not glossy or sticky.

Oh really? The satin finish? That's one of the features I'm fond of in EBMM basses -- obviously one out of countless others.

Speaking of the Sterling by MM line, any news on how the pickguard will be like? If it uses the same specs, will I be able to purchase Ray pickguards (say, from pickguards.com) on my Sterling by MM Ray34?

From what I've heard (From Brandt@TPB, if I remember right - apologies if this is wrong) they're exactly the same. A 'Ray pickguard will fit fine...

EDIT:
......and........the pickguard is the same size as a USA so..... I can see a Black SB14 with a shell guard in my future!

I'm glad! Can anyone confirm or verify? Not that I don't believe you -- it's because I plan on getting all kinds of pickguards for my new SBMM Ray34 ;)
