Just visted the Tony Levin site today:

There is a close up picture of his black fretless MM with matching headstock. - You might have to enter the site 4-5 times to see it as the main homepage picture seems to now change everytime you re-visit it.

Is it a Sterling?

It seems to have a second pickup and something between the jack socket and the strap hook.

Anyone know anything about the history/ changes to his bass?

If it's the one I think you're talking about, it looks like a Cutlass II to me (Sabre with graphite neck)

hum I'd say a Saber ... with the lil Jazz Bass like PG and Chrome look i'd say a Saber ..and if you look at the bridge too ..it looks a lot like the the '79/80 Saber we see on the MM serial web site
