Tuning up or down with locking tuners.

I am about to install locking tuners on my Godin Radium.
I want to alternate between E and Eb tuning, mostly using Eb.
Any reccomendation on whether to initially tune higher or lower?
I am using Ernie Ball Skinny top, Heavy bottom.

The often repeated "tune down to pitch with locking tuners" has no basis or explanation to go with it, and never did as far as I am aware. As much as I have tried (or failed) to consistently do one way or the other, I see difference in my tuning stability with locking tuners no matter what I do. Just tune how you normally tune. You'll be fine.
