can I ship my volume pedal to ernie ball for repair? I cannot thread the replacement string as I have a mild case of Parkinson's disease

Yes, I think you can return it to them for repair but you should contact Ernie Ball customer service yourself first for more information. See the links in my signature under this post.
Note that a local luthier or guitar tech or even Ernie Ball dealer may be to do this for you too.
