VP Jr. won't got to 100%

My VP Jr. Pedal sweeps nicely from zero to about 86% (sometimes 90%) before maxing out. I've tried pulling the string a bit per Youtube videos to no avail.

I use the pedal as both a volume pedal and as an expression pedal with my HX Effects.

Any ideas before scrapping it and getting something new?
