I think it's better to have an amp with more power on tap, to not under power your cab.It also depends how you set-up your rig. My Aggie 412 which is rated at 1200 (prob peak power) i run into a GK1001 700 watt head, I don't even hit 1 on volume sense we go direct through the PA, its only for stage volume.
underpowering a speaker, i.e. providing less watts than the cab can handle, is bad when you are trying get the overall volume louder than the amp can go. the amp clips, sending nasty distortion crap down the line and into the cab. i've never melted woofer voice coils doing this but definitely killed a bunch of tweeters.
it is better to have too much power and set levels so you won't blow stuff up.

Go down or call your local GC or big music store, see if they have the Neo cabs in stock, and try some various heads to see what will suit your needs.
