Larry, I like what BP suggested, it's smart, it's fair and both parties should be willing to do it since it makes sense.
BP very business wise, nice job!!

I wouldn't be too suspicious of fraud right off the bat... tubes are delicate creatures and they don't travel very well. It is quite possible that the amp was damaged in transit even if the packaging isn't horribly damaged.
I
Story 2: Last month, shortly after NAMM ended, I was talking to Bruce Egnater about what power amp tubes they put in their amps. I guessed EL34s. He said they prefer to ship their amps with 5881s. We both agreed that EL34s have a mystique, but, in his experience EL34s have a high failure rate. They work and sound great for a while, and then, they fail. Apparently, it happens a lot. It's just an inherent problem with EL34s, he says. Groove Tubes people have noticed this too, according to Bruce. So, they [Egnater] prefer 5881s.
Strange one - I've owned a few valve amps in my time and never experienced an EL34 totally fail. I've even known one to melt the glass and distort it's shape and it still worked- I have a photo of that somewhere - one day I'll have to dig it out.
Edit
Sorry for being OT - I had the same EL34's in a Marshall for 18 years !!!
I have found EL34's to be just as reliable as 6L6/5881's.
I replied to his email. Saying that I'm willing to help but I'm not going to stand for name calling and other child antics. Also I believe I'm dealing with a teenager approx 13-15 years old. He did not read the manual. As I advised him to. And I believe he tried to get the tubes to "warm up" without having a load on the head. IE a speaker cabinet. How should I go about explaining to him that he might of caused the amp to fail. Due to his ignorance of the manuals I included with the head and cab. And it was not Fed-Ex or me. He claims i swindled his mom's hard earned money.![]()

Tell the guy to **** off, you buy at your own risk on Ebay if you dont physically go and view the item first.
If he's damaged it himself then he's a dick and hopefully he's learnt a valuable lesson i.e, dont be a dick.![]()
I haven't heard anything from him in 3 days regarding my e-mail. If I was having a problem I believe I would try to keep in close contact with the seller. I think I'm in the clear. *knocks on wood*
