volume pedals with a volume control

Yeah I really wish they made these. Do you think if I send an old EB volume pedal to that repair shop they could mod it with a volume control knob?

It's actually a very easy mod to do.
But Morley makes them.

All you have to do is install a volume pot in series or parallel with the existing one. That will allow you to set a controlled volume peak for the pedal. The same can be done in reverse.

That would be your best bet as we do not customize pedals
