It's almost impossible for such a condition to be caused by human factors later on. I don't think I've seen a paint blemish like that before. It's possible it left the factory like that, it's also possible that it was damaged at the store/dealer/etc.
Personally that wouldn't bother me- I doubt I'd even notice it. But it's your purchase, so the only thing that matters is how you feel about it.
It looks like a factory blemish. Not much you can do about it. It is possible it was sold as b stock to the original buyer.
